It sounds like a Nigerian lottery scam letter. If you had included a name, I could have done a site search and found an example letter. I suggest you see Surfing 419legal in 419 Introductions to learn how to conduct a "Search" for yourself. Also, Fraudwatch International - Anti-Phishing Specialists has an alphabetized list of names these scammers use to defraud the public.
Look under "Fraud Information" on their home-page and click on the Lottery Scam link.
