Your mother is right. The letter is a Nigerian lottery scam. There is no win, and the check is counterfeit. I suggest you use 419legal's search engine to look for a similar letter in their database.
Scroll up to the menu bar located at the top of this screen page. Click on the "Search" tab, then type the lotto's name into the bar and hit "Go." There may be no match, since these scammers change the lotto name and letter format regularly. If links appear, open them because you may find an example close to the one your husband received.
Your husband will be asked to deposit the $3800.20, and wire a certain amount back to the sender. When the check doesn't clear - it sometimes takes a month to receive the bad news - you and your husband will be liable for the amount wired to a scammer.
