Yes, some are being arrested and jailed! Unfortunately the challenges faced by any law enforcement folks are very large!
Most of the scammers operate using false names and details! so it is usually hard to find them across international borders let alone arrest them !

Some of them also operate from countries that have massive corruption and it is not unknown for bribes to pass hands!

There are estimated to be many thousands of these scammers and while they operate from countries that derive a very large percentage of their national income from scams, It is hard to imagine anything changing soon! as some of the governments of these countries are quite content to go with the flow as long as their pockets are lined!

The posting of these scams on sites like this will assist people to be aware of these scams and hopefully not become victims!
