I'm trying to figure out the mindset of scammers, so forgive me if this is a stupid question. What's the scam here? What information are they phishing for?

If you have a business and get a complaint like the email implies, all you have to do is respond to the BBB what your actions will be in resolving the matter, right? That's not a service you pay for right? Where would the money be changing hands in the process for the phishers to ape? What's the process here for getting money?
