Unfortunatelly for you, the name francis chukwu is just another name because Wesstern Union does not ask ID to pay and even worst in Nigeria.
You must forget it and consider the lost money as a well paid lesson to be more carefull in the future.

You may report it to police giving all evidence (hardcopies of e-mails, money transfer receipt etc) but do not hope much.
