Do not trust them at all, and please do not send them more money!

There are lots of pet scams. They say they have cute animals available for sale (dogs, horses, monkeys), but then when the animal is being shipped some problem comes up. Like the dog gets stuck in Customs and you have to pay a fee to get him released -- what true animal lover would NOT send a few hundred dollars to save a puppy from starving in a crate in an airport somewhere? Unfortunately the puppy does not exist and it is just a story made up to steal your cash.

With all the fraud out there these days, it is better to be safe than sorry. I hope you and your mother can find a new puppy. How horrible to lose your beloved companion and then have a cruel trick like this played on you!
