Welcome to this forum. Does your friend lost any money? I supose that there are many mail messages between your friend and this Nigerian woman??? (may be not a woman).
The story seems that start as "love scam" but I can not be sure where is going till you post (or your friend post) a mail including sender's name and e-mail address with full headers to locate where comes from.
Personally I believe if there is not any financial loss police will not do anything (we have only an attempt for scamming). If there is a loss if the scam is located to another country your friend has to make a report to police and they will do any contact with Interpol or other law enforcement. I do not know your country's police structure but I supose they have also "Electronic Crime Dept.) which is the dept. your friend has to make a report.
Expect to post one mail as asked to help you more.
