It is not your name and address that they are looking for.
Eastern European scammers have much more efficent ways of "phishing" or harvesting credit card information.This is on sale on the internet for as little as 50 cents per card.Havinjg said that,it is not advisable to give ANY information to scammers.

In this scam,the fictional ATM card will be deliverd to you by a "diplomatic courier service" eg dcs@hotmail.com
The "courier service"will charge you fees for delivering the card.If you pay,you will then be asked to pay for an assortment of certificates (anti drugs cert,anti money laundering cert etc)

the email atm.cardremmitance@hotmail.com is free and anon. if you email elvis.presley@hotmail.com you will not reach Elvis(hes in retirment in Texas )
Like wise,anyone can open atm@ hotmail or yahoo etc...
