Dear,

Thank you very much for taking the time to reply my email. I assure you that this is a serious proposal; this process will be handled legally and I am prepared to fully indemnify you to allay any fears that you may have. I will not request any sensitive personal information or demand any money from you.

Because we don’t know each other, this proposal may come across as surprise but please read this email with an open mind and let me know if you can assist. First, I assure you that this transaction will be handled without any financial or legal risk/loss to you. If you give me your trust and full co-operation; I assure you of my respect, friendship and loyalty for the rest of my life. I have two children whom I am immensely proud of and it is for them that I do this; I want them to have a chance to be educated and live in a democratic environment where they can aspire to be whatever they want to. I was trained in the west so I know and appreciate the difference a western education can make in my children’s future.

I could not give you any details in my first contact because I felt it would be inappropriate to do so without first getting your consent. Now that you have indicated your interest, I will give you more information about myself and the business. My name is Mou Xinsheng (Minister of General Administration of Customs of the Peoples Republic of China ). I must ask of your forgiveness in advance if you find this business proposal shameful or dishonorable because of my position in government. But please excuse me and understand that this is the situation I have found myself and must find a credible partner to conclude the business. I also desperately need a better place for my family; even if I lose my freedom in this process, I will be satisfied knowing that my family will have a brighter future

In my many years of government service, I received monetary gifts (the alternative to not taking these so called gifts was to resign my job or risk being killed by this powerful group of manufacturers and smugglers) from business people seeking favours. As a public officer my bank accounts are monitored, hence I diverted these funds amounting to about Thirty million United States dollars to an offshore account.

As a serving government official, I must be careful. I am presently a government witness in an investigation of some former corrupt officers and dissident manufacturers. This has put me and my family in a very risky position. The time has now come for me to use this money to give my children a better future by moving them out of China . I am proposing to transfer the funds to your name and make you a guardian for my children when they find schools overseas. When the money is in your bank account, you will receive Twenty Percent as your commission and I will take the remaining seventy Percent as my share with which I intend to settle my family overseas.

Please consider this proposal and reply to me soon. It will certainly do you no good to report me to my government authorities or divulge this information to anybody because doing so will only destroy my person and my career. The punishment for corruption is death so this is a matter of life and death for me.

I don’t want to know your private business but please understand that I would also like to know a little about you.

How old are you?
Are you married?
Do you have children?
Do you live in a democratic nation?

I look forward to receiving your consent to continue and I will forward you detailed instructions on the next steps to take and further details on my identity.

I must apologize in advance that I may not be able to reply promptly to your emails because I have to send my email from a public computer in a business center for security reasons. We as government officials are under constant watch
