Default Suspicious Letter and Check

I recieved a letter from United Kingdom Lottery Federation Clearing House PLC. It has my name and address on it and I got it through the mail. This is what it says:
Partial Settlement 2006 Final Draws---Final Winning Notification
Previous correspondence sent to notify you of an outstanding winning claim was not responded to. Your sweepstakes/lottery with an entry number _ _ _ _ was a winning ticket in the category "A' of the British draws paid to qualified participants.
Your share of $64,115.90 has been deposited in an escrow account pending claim. Qualified winners were pooled from European and North American Consumer Marketing computer data base, sponsered by participating retail merchants and manufacturers this is a promotional contest to encourage consumer loyalty to the sponsering companies. This is the final attempt to settle this claim. Claims may be declined after the expiration date. UK Group Clearing House PLC, would not be held responsible for unclaimed winnings.
A check for $2,884.10 which is a deduction from your total winning share amount of $67,000.00 to settle your claim in part, and also to pay the necessary processing fees and sales taxes for the claim would be mailed out to you as soon as all verifications are positively conclusive, fee is mandatory as it is also a security verification method to establish the legitimacy of your claim. Call 011-44-7853395403 speak to account Specialist Kate Johnson to acivate your account between the 8:30am to 7:00 pm Est. Monday-Friday, 10am-6pm on Saturdays. Your cooperation is needed to serve you better.
$64,115.90 has been disbursed to you as a final cash settlement, this amount will remain in our custody pending approval and final processing, as soon as all positive verifications and all fees paid in full, this will be delivered to your home address in 2-5 days.

****Sorry so long, but I was trying to find out about this letter. I was skeptical about it and as I was searching to find out if it was truely real I came upon this site. Can someone tell me what I need to do. The check looks real and I am scared to cash it because I don't want to mess up my account. I don't want to call overseas either because of the cost. The name on the check is from VelVac here in the United States.*****
