@CEOJoel, welcome to 429legal, your statement above could be misleading, regarding Western union.
They issue a ten digit number called a 'Money Transfer Control Number (MTCN) ' this can be used on the internet to track the money.
Many scammers will ask for this number so they can track the money and check it is actually in transit.
However you are right in saying that it could be misused . The scammers like western union and money gram, as they do NOT have to set up an account and once the money has been picked up they can disappear .
Most genuine business's use standard bank transfers but the scammers do not like this as they have to provide proof of id to open a bank account and so they can be traced.
