Mortgage Fraud hltqhh.com

I sometimes get up to 5 SPAM emails a day with the same or similar text from a different 'sender' . Its obviously a scam but what exactly is going on here? Is this some sort of Franchised scam? I havn't accessed the URL for fear of viruses but I'm hoping someone can explain the technique.
