Hi, yes you are right this is a scam! As far as I know GOOGLE do not run a lottery!
And If you did not buy a ticket you cannot win anything! If you check this link you will see many examples of this scam. google e-lotto promotion. - Google Search はいこれはより多くの情報のために詐欺次に訪問するリンクをである、ありがとう

U.k Lottery Commission
I Received Something Stating I Had Won A Lump Sum And All They Needed Was $845.00 First Because Of International Charges.which Including Court Cost And Notarization To Receive My Prize Check.i Have Done A Lot Of Research And Everything Seems To Be Correct. Let me know if this is a correct email address <unicexcentre@yahoo.co.uk>

Ask yourself a few Simple Questions
1/ Did you But a Lottery Ticket? If the answer is NO then how do you expect to Win 2/The Natioal UK LOTTERY does not allow overseas people to but Lottery Tickets outside the UK, unles you visted the UK and brought a Lottery Ticket while you were there. 3/ Suppose you received the NOTIFICATION via Email, in regards to YOUR EINNINGS. Surprise! Surprise the return Email Address is something like from a FREE Disposable Email Address. BUT YOU ALEADY KNOW THE TRUTH: Otherwise you would never of posted your Message. Have Done A Lot Of Research And Everything Seems To Be Correct. Well if you believe that, then go ahead and start sending the Money, then even more money and more money yet again. I have aleady replied to some one else in Another Post, that has already sent the Scammers around half of the So Called Lottery Winnings in Fee's and Charges.
