Welcome to this forum. Your post moved as reply to an existing thread for the same scam lottery letter.
It is a scam mail and seems that the scam used an e-mail from a univerisity but If you have posted here with full headers I could track where really comes from.
Such cases I usually report to univerisities to block the scam from using their servers.
It would be good you to forward it to
abuse@mail.broward.edu with the indication that is a scam mail.
